The scope of work requires the software to invoice through the agency's existing Accounts Receivable System (ABRM system), collect payments, and transfer pertinent billing data via an interface to the existing accounts receivable system. Security requirements include role-based access profiles and flexible user permissions to control who can view, edit, or create data, thereby preventing unauthorized system updates. The system must also offer real-time monitoring of hardware, system status, and alarms for events like communication loss to specific devices. All user interaction must be web-based or accessible through Windows-based client software, and the system must allow unlimited expansion of read zones, readers, accounts, tags, messaging signs, and barrier gates.
