Plan Review and Project Management Software

The Town of Herndon is seeking a vendor to provide a plan review and project management electronic software system. The system must feature a clean, efficient interface and support concurrent, multi-department reviews without sequential bottlenecks. The software must also support Town-level review while Fairfax County retains building permit issuance. The requested scope of work covers a cloud-based document sharing and management system that integrates with Bluebeam Software or an equivalent PDF editor. The system must allow Town administrative users to independently create, modify, and deploy workflows, templates, routing logic, deadlines, and notification rules without vendor intervention or additional costs. It must support mobile app access, security scanning for malware, disaster recovery, electronic stamping, inspection tracking, and detailed reporting for budgeting and analysis. Eligibility is restricted to onshore organizations based in the United States of America. The selected vendor will perform all work offsite. Bidders must submit their proposals digitally via email or online, and the Town is currently looking for proposals to determine the budget.
