Barbados - UX/UI Design Front-End Developer Service

The Barbados government is seeking a UX/UI design front-end developer to support the design and development of secure, modern internal web applications. These applications will facilitate the digital request, review, approval, and management of clearance certificates, self-employment registrations, and single registration records. The agency needs to modernize the current clearance certificate process, which is largely manual and paper-based, resulting in delays, rework, and limited end-to-end traceability. Currently, requests arrive through fragmented walk-in and email channels, requiring staff to manually validate submissions and handle certificate generation outside of a controlled workflow. The selected consultant will design and develop responsive, accessible, and intuitive web-based user interfaces for internal staff use. The scope of work includes translating approved business requirements, process flows, and functional specifications into front-end interface components using modern web technologies compatible with the organization's technical environment. The developer must establish front-end development standards, create reusable interface components to ensure consistency across multiple applications, and support integration with related services like document management systems and digital certificate generation tools. The agency also requires clear documentation to support ongoing maintenance, support, and future enhancements. Only onshore organizations based in Barbados are eligible to bid for this opportunity. The performance of the contract work will take place offsite, and bidders must submit their proposals digitally via email or online. The agency is currently looking for proposals to determine the budget for this project. Bidders must attend a pre-bid meeting scheduled for June 19, 2026, and submit all clarification questions no later than June 24, 2026.
