Barbados - Mobile Application Design and Development Service

The Government of Barbados is seeking a qualified onshore vendor to provide mobile application design and development services. The agency requires a complete end-to-end solution to establish a secure, scalable, and highly available information system. This project aims to solve the need for a modern mobile presence supported by a robust, multi-tier architecture. The requested scope of work covers system analysis, system design, software development, and integration with existing systems. The selected supplier must also perform testing and quality assurance, deliver training and documentation, and provide deployment and operational support. The performance of all contracted work will take place offsite. The required system architecture must include iOS and Android mobile applications, an API gateway, an application server, an integration layer, and a database layer. At the overall system level, the platform must provide integrated management, administration, and security features. Administrators must have the capability to create and manage user roles, manage access rights, and monitor system activity. Eligibility is strictly limited to onshore organizations based in Barbados. Bidders must submit their proposals digitally via email or through the designated online portal. The agency has not disclosed a set budget and is currently looking for proposals to determine the financial framework. The procurement schedule includes a pre-bid meeting scheduled for June 16, 2026. Bidders must submit all clarification questions no later than June 19, 2026. Evaluation criteria will focus on the vendor's ability to deliver the complete technical architecture and the specified end-to-end services.
