Mission Planning Tool Software

The issuing agency is seeking modern, web-accessible software solutions to support tactical mission planning, electromagnetic spectrum management, and modelling. The agency needs a platform capable of 2D and 3D visualization for coverage and viewsheds, as well as the ability to compare alternative plans. The software must be web-based and accessible from government or civilian computers using token login, backed by available contractor support. The requested scope of work requires a built-in sensor and effector catalog containing current and commercial options with editable parameters such as transmission and reception bands, power, elevation, antenna pattern, orientation, and sensitivity. The software must also allow for user-defined sensor creation and include tools to draw and manage areas of interest, defended zones, standoff rings, and constraints directly on a map. Eligible bidders must be onshore United States organizations. The agency requires all work to be performed offsite. Bidders must submit their proposals digitally via email or through an online portal, and the agency is currently looking for proposal submissions to determine the budget.
