The agency is seeking a comprehensive, agency-wide integrated employee badge management solution. The project addresses the need for credential production, system compatibility verification, reader flashing, and the delivery of finished badges for distribution across the organization. The agency requires a system that provides software lifecycle management and models showing current and future product development, including acquisitions recently completed or in process. The requested scope of work covers a system with the flexibility to operate on current iOS and Android smartphone platforms without interrupting normal operations while safeguarding sensitive data stored locally on the devices. The provider must deliver both production and training or test environments, as well as upgrades to accommodate changes in laws, regulations, best practices, and new technology. Additionally, the agency requires complete installation, operating, and system maintenance documentation, alongside guaranteed system availability 24 hours a day, 365 days a year. The agency requires strict data breach protocols, including notification by the fastest means available and in writing within 24 hours of discovery or reasonable belief of any breach. These notifications must detail the nature of the breach, the data accessed, used, or disclosed, and the persons who accessed, used, disclosed, or received the data. The provider must also supply daily updates regarding findings and actions performed until the breach is effectively resolved. Eligibility is restricted to onshore, United States organizations only. The agency expects the performance of the work to take place offsite. Regarding the budget, the agency is looking for proposals to determine the cost. Bidders must submit all questions no later than June 25, 2026.
