Campaign Fiscal Agent and Administrator Service

The State Employees Community Campaign requires a vendor to provide comprehensive fiscal and technical administration services according to the annual campaign cycle. The agency needs to solve the challenge of managing state employee giving by ensuring the accurate transfer of all existing payroll deduction pledges and related designation data. The selected partner must maintain the integrity of donor profiles, which includes mapping these profiles to PeopleSoft-based login credentials. The scope of work covers maintaining full uptime and operational stability of the giving portal while supporting donor-initiated modifications or cancellations of pledges during the active campaign. The administrator must process payroll deduction, credit/debit card, and e-check pledges, and ensure help desk and technical support resources are fully operational. At the conclusion of the cycle, the agency requires the delivery of final campaign summary reports detailing participation, total contributions, and charity allocations. Eligibility is restricted to onshore organizations based in the United States. The agency permits the performance of all work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to establish the budget. The agency will hold a pre-bid meeting on June 24, 2026. Bidders must submit all questions no later than June 25, 2026. The resulting contract period will run for one year.
