Certified and Licensed Childcare Programs Study Service

The Kentucky government authority is seeking a vendor to conduct a comprehensive study of the statutes, administrative regulations, and agency policies and processes that directly impact the opening and operation of licensed and certified childcare services. The agency needs to evaluate these existing frameworks to identify statutory, regulatory, and administrative barriers that hinder the establishment and operation of these childcare programs. Additionally, the study must analyze how federal laws impact the state-level statutes, regulations, and policies governing childcare licensing and certification. The agency also requires the vendor to provide specific recommendations for administrative regulations that would allow for outdoor, nature-based early learning and childcare programs. To be eligible for this opportunity, the performing organization must be located onshore within the United States. The agency specifies that all work must be performed offsite, and it is currently looking for proposals to determine the budget and cost structure for this project.
