Rates Review and Cost Recovery Support Services

The government authority located in Columbia, South Carolina is seeking a vendor to provide rates review and cost recovery support services. The agency needs to execute and improve its existing process for annual rate reviews and updates to ensure that service rates properly recover costs and capital planning requirements. This initiative aims to incorporate customer input into the rate review and revision process while integrating rate tracking, reporting, review, and update technologies into the overall agency IT Business Management processes. The scope of work requires the selected partner to support the agency Finance team through invoicing, billing, budgeting, rate review, rate updating, and implementation cadences. The partner must perform knowledge transfer throughout the engagement and review the rate allocation model annually based on cost projections and industry best practices. Additionally, the project covers conducting annual market comparisons of existing rates to ensure cost-competitiveness. Eligible bidders must be onshore United States organizations only. The agency requires the performance of the work to be offsite, meaning the selected vendor must carry out the work in their own office location. The agency is looking for proposals to determine the budget for this engagement. The agency will hold a pre-bid conference on June 23, 2026.
