Plan Review and Project Management Software

The Town of Herndon is seeking a cloud-based plan review and project management electronic software system. The agency needs a system with a clean, efficient interface that supports concurrent, multi-department reviews without sequential bottlenecks. The software must allow Town administrative users to independently manage workflows, templates, routing logic, deadlines, notification rules, and task overrides without vendor intervention or additional costs. The system must also support Town-level review while Fairfax County retains building permit issuance, and it must handle plan revisions without requiring new application records. The requested scope of work covers electronic plan review using the latest versions of Bluebeam Software or an equivalent PDF editor, alongside cloud-based document sharing and mobile app access. The software must support various file types including PDF, JPEG, and GIS data, and it must include security scanning, malware mitigation, and a disaster recovery plan. Administrative features must enable electronic stamping of single or multiple pages with secure, customizable stamps that cannot be copied or manipulated post-approval. Staff must also be able to set up, track, and manage a broad range of inspection types, while applicants must have the ability to request and track inspections. The agency requires communication and reporting capabilities that generate comment letters, reviewer plan markups, and detailed reports for monthly or yearly budgeting and analysis. The software must track project status and history, provide on-demand reporting, and allow administrative control over user access. Only onshore organizations based in the United States are eligible to participate in this procurement. The agency is looking for proposals to establish the budget, and the work will be performed entirely offsite.
