Engineering Drawing Digitization and GIS Indexing Services

The City of Prince George is seeking a vendor to digitize and spatially index approximately 2,044 sheets of historical engineering drawings for integration into the municipal geographic information system. The agency needs to convert physical paper records into high-resolution PDF/A files and establish a relational spatial database that links these documents to existing municipal street centerline data. This project will preserve historical infrastructure records and improve internal access to engineering schematics. The scope of work requires scanning the physical drawings at a minimum of 300 DPI, capturing bitonal prints as well as sheets with color-coded information or redline revisions in 24-bit color. The final multi-page PDF/A files must be de-skewed and cleaned of digital noise to ensure maximum legibility of all notes. For spatial indexing, the agency requires the creation of new linear geometry to represent project locations occurring outside of the existing street network, such as utility easements and rights-of-way. The selected vendor must also maintain process indexing and audit logs, which include recording scan dates, page counts, transfer methods, and spatial association details verified by operators. Eligible bidders must perform all work onsite and must be located onshore within Canada. The agency accepts digital proposal submissions via email or through their online portal. The agency has not disclosed a set budget and is looking for cost proposals within the submissions.
