The agency is seeking a cloud-based, multi-tenant Software as a Service enterprise Translation Management System to support multilingual content creation, translation, localization, post-editing, and proofing. The system must automate workflows and integrate human experts to ensure compliance, allowing the translation coordinator to focus on larger, specialized projects and overall system management. Key technical requirements include automatic website translation, Drupal integration, and an order management portal that generates cost estimates to support internal billing and chargebacks. The requested platform must support unlimited languages, variants, projects, users, and workspaces, featuring customizable environments for internal teams, partners, and vendors. It must provide translation memory with real-time updates, automated quality assurance checks for linguistics, formatting, and style, as well as transcription and optical character recognition capabilities for multimedia content. The system must also include built-in access to human vendors, task assignment based on skillsets or availability, real-time dashboards, collaborative proofing tools, and Single Sign-On user provisioning via SAML. Eligible bidders must be onshore organizations based solely in the United States. The agency requires the performance of all work to be conducted offsite.
