Instrumentation and Monitoring Solution

The agency is seeking a vendor to provide a unified, centralized Instrumentation and Monitoring (I&M) System. This system will serve as the single platform for storing, visualizing, and accessing instrumentation data to support communication, property protection, and data-driven decision making across all Construction Contract Packages. The solution must facilitate graphical presentation of I&M data, ensure consistent data management, and enable uninterrupted monitoring of instrumentation data throughout the project lifecycle. The requested scope requires a system capable of importing and storing both manual and automatic readings from any instrument and hardware with an open platform. The platform must be modular and scalable to accept additional data across multiple project phases and geographic areas. Additionally, the system must be capable of passing data to other systems, such as Tunnel Boring Machine real-time monitoring software, and reporting both the percentage of active instruments and the time required to process and visualize collected data. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposal submissions to determine the budget.
