Income Management and Arrears System

Roscommon County Council is seeking a predictive, analytics-led income management and arrears system to support risk-based rent collection and arrears management across its social housing stock. The agency needs a case management platform that aligns with national best practice and regulatory expectations, rather than a system that solely functions as a bulk messaging or dialler tool. This system will solve the problem of manual tracking by providing structured chase paths, worklists, escalation rules, and exception-based re-queuing for broken payment plans. The scope of work covers the delivery of tenant-centred engagement controls to minimize over-contact and link contact activity directly to case outcomes. The agency requires automation features to deprioritise low-risk cases and generate routine reminders based on configurable thresholds. Additionally, the provider must deliver reporting dashboards covering arrears trends, cash collected, aged balances, payment plans, caseload productivity, and return on investment measures. The project scope also includes implementation, role-based training, hyper-care, and an ongoing support model. The agency expects an implementation timeline of indicatively up to sixteen weeks, subject to data readiness. The contract period will span five years, and the performance of the work will take place offsite. Eligibility is restricted to onshore organisations based in Ireland. Bidders must submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget. The agency requires all clarification questions to be submitted no later than June 30, 2026.
