Recycling Education and Outreach Campaign Service

The City is seeking a vendor to provide a comprehensive recycling education and outreach campaign to reduce contamination and improve participation in its recycling and composting programs. The selected provider will deliver education and outreach activities directly to the local community on behalf of the city. The scope of work includes distributing direct mailers, monthly email updates, weekly social media updates, and utility bill inserts. The chosen provider will also conduct tours of the sustainability recycling facility, deliver community presentations, and table at public meetings and events. Educational initiatives must cover kindergarten through twelfth grade lessons and other school-based activities. Additionally, the project requires train-the-trainer sessions to equip individuals with the knowledge and resources to train others in correct recycling, composting, and disposal of designated covered materials. The agency requires behavior change initiatives designed to engage local groups and promote specific positive behaviors through targeted, community-specific interventions that address identified behavioral barriers and motivations. Eligible bidders must be onshore organizations based in the United States. The performance of all contracted work will take place offsite. The City is looking for proposals to determine the budget for this initiative. Bidders must submit any questions regarding this opportunity no later than June 22, 2026.
