Independent Review and Analysis Service

The City of Cincinnati, Ohio is seeking an independent vendor to conduct a review and analysis of its police department contact card data and associated reporting practices. The agency requires this service to obtain an objective, independent analysis of these datasets to understand its current reporting practices. The city will separately evaluate any policy, operational, or programmatic actions that may arise from the final findings. The scope of work covers seven distinct areas, including a project management plan, review of available data and reference materials, and data collection and review. The selected vendor must also perform methodology review and validation, statistical analysis and findings, root cause analysis, and benchmarking and comparative analysis. Performance of all contracted work will take place offsite. Eligible bidders must be organizations based in the United States. Bidders must demonstrate expertise in law enforcement data analysis, criminal justice research, civil rights, public policy, or related fields. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must submit all questions regarding this opportunity no later than June 16, 2026.
