Bosnia and Herzegovina - Data Collection Services for Gender-Responsive Energy Poverty Assessment

The United Nations Entity for Gender Equality and the Empowerment of Women is seeking data collection services for a gender-responsive energy poverty assessment in Bosnia and Herzegovina. The selected contractor will implement quantitative and qualitative fieldwork, ensure data quality, perform data cleaning and transcription, and deliver complete datasets and fieldwork documentation. Statistical analysis, interpretation of findings, policy recommendations, and final analytical reporting are excluded from this scope of work and will occur in a subsequent phase. The scope of work requires the contractor to review all background materials, including the survey questionnaire, sampling guidance, focus group requirements, and data protection standards. The contractor must conduct a kick-off meeting to confirm the implementation timeline, reporting arrangements, operational methodology, sampling technique for country-level representativeness, deliverables, and communication protocols. Following this meeting, the contractor must submit an Inception Note detailing a timebound implementation plan, staffing structure, field deployment schedule, risk mitigation measures, and a quality assurance framework. The contractor must provide the expected distribution of the sample across key strata and subgroups, including anticipated margins of error where feasible. Field personnel, supervisors, moderators, and data management staff must mobilize immediately upon contract commencement. During fieldwork, the contractor must continuously review incoming survey data for completeness, consistency, duplicates, outliers, and logical errors, while conducting back-checks on at least five percent of completed interviews within forty-eight hours to verify key variables and respondent authenticity. The final tasks involve cleaning, validating, coding, anonymizing, and finalizing the quantitative datasets. Only onshore organizations from Bosnia and Herzegovina are eligible to bid for this opportunity. The performance of the work will take place offsite.
