Instrumentation and Monitoring Solution

The agency is seeking a vendor to provide a unified, centralized Instrumentation and Monitoring (I&M) System. This system must facilitate the graphical presentation of I&M data, ensure consistent data management across all Construction Contract Packages, and enable uninterrupted monitoring of instrumentation data. The platform will serve as the single repository for data storage, visualization, and stakeholder access to support communication, property protection, and data-driven decision-making throughout the project lifecycle. The requested system must import and store manual and automatic readings from any instrument and hardware that has an open platform. The architecture must be modular and scalable to accept additional data throughout multiple project phases and geographic areas. Additionally, the software must be capable of passing data to other systems, such as Tunnel Boring Machine real-time monitoring software, if required. The system must report the percentage of instruments actively collecting, processing, and uploading data at any given point in time. It must also report the time elapsed from the collection of automatic or manual readings to the visualization of that data on the system. The agency requires the performance of all work to be completed offsite. Eligibility is restricted to onshore organizations based in the United States of America. Bidders must submit their proposals digitally via email or through the online portal. The agency is looking for proposals to determine the budget for this project.
