Cloud-Based Digital Preservation Software

The library is seeking a vendor to provide a cloud-based Digital Preservation System (DPS) to support the long-term management, preservation, and access of its digital collections. The agency needs to solve the challenge of stewarding digital content in a way that ensures authenticity, reliability, and ongoing access over time. This project aims to create a sustainable, secure, and scalable environment for preserving and providing access to digital assets while streamlining staff workflows. The scope of work requires a system that combines a Software as a Service (SaaS) management platform and a preservation storage environment to support the full lifecycle of digital content. The requested system must manage and preserve digital content using a combination of locally managed storage and cloud services, utilizing largely open-source tools for functions such as virus checking, disk imaging, file characterization, fixity verification, and metadata extraction. The agency requires the system to store management documentation, including checksums, manifests, and PREMIS metadata, largely as XML, TXT, and PDF files in managed storage. The agency requires the system to ensure integrity and authenticity through checksums, scheduled fixity checking, automated repair from replicated copies, and full audit logging. The system must support complex digital objects with persistent identifiers, preserve relationships between components, and record preservation actions in metadata. To ensure system independence and exit options, the platform must store content in application-independent structures, support batch export, and enable software escrow. The agency requires Single Sign-On compatibility and secure, scalable ingest with virus checking, quarantine, and ingest reporting. Eligibility is restricted to onshore organizations based in the United States. The performance of the work will take place offsite, and bidders must submit their proposals digitally via email or online.
