Independent Review and Analysis Service

The City of Cincinnati, Ohio is seeking a vendor to conduct an independent review and analysis of its Police Department contact card data and associated reporting practices. The agency aims to obtain an objective, independent analysis of these contact card datasets and related reporting methods to understand the underlying patterns in law enforcement interactions. The City will separately evaluate any policy, operational, or programmatic actions that may arise from the final findings. Bidders must demonstrate expertise in law enforcement data analysis, criminal justice research, civil rights, public policy, or related fields to qualify for this opportunity. The scope of work requires the selected vendor to deliver a project management plan, collect and review available data and reference materials, and perform a methodology review and validation. Additionally, the project covers statistical analysis, root cause analysis of findings, and benchmarking and comparative analysis. The agency requires all performing organizations to be located onshore within the United States. The selected vendor will perform all work offsite.
