Bosnia and Herzegovina - Data Collection Services for Gender-Responsive Energy Poverty Assessment

The United Nations Entity for Gender Equality and the Empowerment of Women is seeking field data collection services for a gender-responsive energy poverty assessment in Bosnia and Herzegovina. The agency requires a contractor to implement quantitative and qualitative fieldwork, data quality assurance, cleaning, transcription, and the delivery of complete datasets and fieldwork documentation. This project excludes statistical analysis, interpretation of findings, policy recommendations, and final analytical reporting, which the agency will undertake separately in a subsequent phase. The selected contractor must review all background materials, including the survey questionnaire, sampling guidance, focus group requirements, and data protection standards. The agency requires a kick-off meeting to confirm the implementation timeline, reporting arrangements, operational methodology, sampling technique for country-level representativeness, deliverables, and communication protocols. Following this, the contractor must submit an Inception Note detailing a timebound implementation plan, staffing structure, field deployment schedule, risk mitigation measures, and a quality assurance framework. The contractor must provide the expected distribution of the sample across key strata and subgroups, including anticipated margins of error where feasible. The agency requires the immediate mobilization of field personnel, supervisors, moderators, and data management staff upon contract commencement. During fieldwork, the contractor must conduct continuous reviews of incoming survey data for completeness, consistency, duplicates, outliers, and logical errors, as well as back-checks on a minimum of five percent of completed interviews within forty-eight hours. The agency requires the final quantitative datasets to be cleaned, validated, coded, anonymized, and finalized. Only onshore organizations from Bosnia and Herzegovina are eligible to bid for this opportunity. The contractor will perform all work offsite, and bidders must submit their proposals digitally via email or online.
