Spaceport Consultant Services

The City of Paso Robles, California, is seeking a qualified consultant to assist its government authority in obtaining a launch site operator license. The primary goal of this initiative is to officially designate the local airport as a horizontal launch spaceport facility. To achieve this designation, the agency requires specialized expertise to navigate the complex regulatory and technical requirements of the licensing process. The scope of work covers environmental review and compliance, as well as a launch site location review and hazard analysis. Additionally, the selected consultant must update the Airport Layout Plan, which is pending completion through an ongoing Airport Master Plan process. All project work must be performed onsite at the facility in Paso Robles, California. Eligibility is strictly limited to onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget and has not disclosed a specific funding limit. The agency will host an optional pre-bid meeting on June 24, 2026, to discuss the project requirements with interested parties. Bidders must submit all questions regarding this opportunity no later than July 3, 2026.
