Case Management, Validation and Process Mapping System

The agency is seeking a modernized, integrated data and case management solution supporting classification, intake, risk assessment, and operational analytics. The project aims to deploy a modern, unified, digital environment to streamline correctional operations and boost positive outcomes for both incarcerated individuals and public safety. To solve these operational challenges, the agency requires an open-source solution platform that supports classification changes and validation. The scope of work covers user-experience design research to map out the intake process and identify opportunities for the deployment of artificial intelligence. The requested solution must comply with technology, cybersecurity, accessibility, and data-exchange standards, including identity management, API governance, security testing, and cloud-hosting requirements. Performance of the work will take place either onsite or offsite. Eligible bidders must be onshore organizations based exclusively in the USA. The agency also requires that the technology provider dedicate its entire mission, product, and technical infrastructure exclusively to corrections data integration and decision support across the full continuum from incarceration through reentry and community supervision. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions no later than June 19, 2026.
