The government authority located in Kennebunk, Maine, is seeking a consultant to assist the agency in evaluating operational requirements. The agency needs to develop strategies that maximize staff efficiency and effectiveness while maintaining high-quality service delivery to residents. To solve these operational challenges, the selected consultant must provide a detailed Staffing Model Analysis and Organizational Workflow Optimization Plan. The scope of work requires a comprehensive review of all job descriptions, organizational roles, management positions, and supervisory positions. The consultant must evaluate staffing needs, optimize staffing levels, and identify redundancies, workflow inefficiencies, and classification opportunities. Additionally, the project covers assessing the town's mission, vision, goals, performance outcomes, departmental staffing, overtime history, and workload levels by department and position classification. The agency also requires an assessment of organizational effectiveness, operational performance, and gaps between current performance and operational standards. The selected partner must identify internal and external factors impacting operational efficiency, determine strengths, and evaluate technology infrastructure and software needs to support efficiencies. Finally, the consultant must develop an optimal staffing matrix for both current and future needs. Eligibility is strictly limited to onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the agency is currently looking for proposals to determine the budget.
