The Maryland government authority is seeking a vendor to establish a business resource information, development, and guidance ecosystem service. The agency aims to solve the problem of small businesses lacking the necessary resources and expertise to navigate the regulatory landscape and secure capital through loans, grants, investments, and contracts. To address this, the program will create a pool of resources and offer subsidized software solutions and toolkits to help local businesses maintain accurate financial records, meet tax obligations, and prepare for due diligence processes. The scope of work covers comprehensive technical assistance, capacity-building, and direct client support for small businesses. The selected vendor must provide back-office services, including payroll management, accounting, and tax compliance services. All project performance will take place offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget for this initiative.
