The agency is seeking a vendor to provide a comprehensive legal research platform and related services, including licensing, configuration, testing, implementation, training, customer support, and ongoing maintenance. The required solution must feature robust legal research capabilities, including citator functionality to validate case law and statutes, treatment indicators, history, citing references, and authority reliability assessment tools. The platform must also incorporate search tools, filters, alerts, research history, and saved workspaces to improve research efficiency and accuracy. The agency requires document drafting support to assist with creating memoranda, briefs, pleadings, contracts, and other legal work product. This drafting assistance must include citation tools, templates, clause libraries, contract playbooks, and workflow features, either integrated into the platform or offered separately. Additionally, the platform must provide litigation and practice intelligence, including analytics for courts, judges, parties, counsel, dockets, and litigation trends. The requested scope also covers public records, investigative research, and people and entity research tools. The agency is interested in generative artificial intelligence or machine learning capabilities that support drafting, document review, analysis, citation generation, and validation. Bidders must demonstrate how these AI capabilities present outputs to users and how those outputs tie back to underlying legal authority. Eligible bidders must be onshore organizations based solely in the United States. The selected vendor must perform all work offsite at their own office location. The agency has not disclosed a set budget and is looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than June 24, 2026.
