Design Services

The City of Sisters, Oregon, is seeking a qualified contractor to provide comprehensive engineering and design services for a local reservoir project. The agency requires these services to manage the project, assess existing water system conditions, conduct site investigations, design the reservoir, and perform hydraulic analysis. The selected contractor will execute the work entirely onsite within the United States, as the agency limits eligibility to domestic organizations. The scope of work spans five distinct tasks to ensure a fully integrated design. Under project management, the contractor will conduct a kick-off meeting and submit monthly progress reports to the agency. The data collection phase requires the contractor to assess existing water system information from the 2023 Water Master Plan, alongside hydraulic models and system studies. Site investigations must include a topographic survey and utility locates to prepare the location for development. For the reservoir design task, the contractor must design the reservoir size, structure, roof, foundation, inlet and outlet piping, and the overflow system. The hydraulic analysis task requires the contractor to evaluate system integration and perform hydraulic modeling to ensure optimal performance. The agency is establishing a contract period of one year for the completion of these services. The agency welcomes digital submissions of proposals via email or an online portal. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, bidders must submit all clarifying questions no later than June 23, 2026.
