Legislative Tracking Platform

The South Carolina legislative authority is seeking a comprehensive legislative tracking platform to support modernization, transparency, legislative efficiency, and accessibility. The agency needs a software solution capable of supporting end-to-end operations and workflows across both legislative chambers. The platform must specifically accommodate South Carolina's legislative process, including three required readings on different days, committee and subcommittee reviews, amendments, chamber voting, and conference committees. The requested scope of work covers comprehensive tracking of all pending South Carolina legislation, including bill statuses, full texts, and summaries updated preferably within twenty-four hours of amendment. The platform must allow users to compare bill versions, access committee hearing information, track floor debates, and access historical data from prior sessions. Additionally, the system must support mobile access, custom fields for stakeholder positions, document storage, legislator position tracking, and conversational reporting for external stakeholders. Bidders must perform all work offsite and must be located onshore within the United States. The agency is requesting proposals to determine the budget for this initiative. The resulting contract will have a performance period of one year. The agency has scheduled a pre-bid meeting for June 29, 2026.
