Feasibility Study Service

The government authority located in Olean, New York is seeking a vendor to provide a comprehensive feasibility study service. The agency needs to evaluate its current operations and plan for future sustainability across multiple administrative and educational areas. This project aims to solve the challenge of aligning district resources, facilities, and financial projections with shifting student demographics and community priorities. The scope of work covers a review of historical and projected student enrollment trends alongside demographic data. The selected vendor will analyze current and future educational programming, student opportunities, and instructional, extracurricular, athletic, and co-curricular offerings. Additionally, the project requires an assessment of staffing structures, administrative organization, operational efficiencies, district facilities, grade-level configurations, and building utilization. The vendor must also review transportation operations, routing considerations, ride times, and fleet utilization. The financial analysis portion of the study includes evaluating district financial conditions, budgets, revenues, expenditures, debt obligations, and long-term fiscal sustainability. The agency also requires a review of state aid implications, merger incentives, tax impacts, financial projections, and community priorities. The final deliverables must include the development and presentation of findings, options, and recommendations for Board consideration. The vendor will prepare written reports, supporting analysis, and public presentations summarizing the study findings. All performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States of America. The agency is looking for proposals to determine the budget for this service.
