The Housing Authority of the City of Asheville, North Carolina, requires comprehensive legal services to support its operations and ensure compliance with federal, state, and local regulations. The agency is seeking external legal counsel to solve the problem of navigating complex legal issues across housing, real estate, procurement, human resources, and information technology. The selected legal partner will advise and consult with the agency on all matters of a legal nature, including accounting, finance, audits, development, modernization, and tax credits. The scope of work covers representation and guidance regarding personnel actions, employment compensation hearings, worker's compensation claims, employment discrimination claims, and equal employment hearings. The agency also requires assistance with contract disputes, tenant grievance hearings, and landlord-tenant law, including non-payment, evictions, and forcible entry and detainer actions. All work must be performed offsite at the provider's own office premises. Eligible bidders must be onshore organizations located within the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the cost of these services.
