RFI for 24x7x365 Safe Helpline Services

The Department of Defense Sexual Assault Prevention and Response Office is seeking information to identify vendors capable of providing live, secure, confidential, and anonymous support services for victims of sexual assault. The agency requires these services to operate twenty-four hours a day, seven days a week, three hundred sixty-five days a year, with global accessibility. The primary goal is to prevent victimization, facilitate victim care, restore resiliency, and increase reporting. The scope of work covers a telephone helpline, an online helpline, a website, a text-for-information service, a mobile self-care application, anonymous online peer support, and a resource database for Transitioning Service Members. The telephone capability must utilize a dedicated, toll-free commercial line accessible internationally via the Defence Switched Network Global Operator and through Voice Over Internet Protocol on the mobile application. Texting capabilities must include dedicated short message service codes for both inside and outside the continental United States. The agency requires the website layout, content, art, design, and site rating functionality to undergo bi-annual updates to ensure accuracy, functional links, and user-friendly navigation. The mobile application must allow users to access online capabilities and manage the short-term and long-term effects of sexual assault. The agency also requires a publicly searchable responder database, follow-up support, and self-paced educational courses. Eligibility is restricted to onshore organizations based in the United States. The performance of all requested work will take place offsite.
