Commercial Sexual Exploitation of Children Response Team Services

The County of San Diego Health and Human Services Agency Child and Family Well-Being department is seeking a contractor to provide a coordinated, multi-disciplinary response to the commercial sexual exploitation of children and youth aged twelve to twenty-one. The agency is trying to solve the problem of exploitation by stabilizing and engaging vulnerable youth through crisis intervention and case management services provided during the first ninety days of the youth's stabilization. The selected contractor must deliver services that are trauma-informed, strengths-based, developmentally-grounded, gender-responsive, culturally-competent, and relationship-driven to mitigate the danger of further exploitation. The scope of work also requires the contractor to provide education, training, and support to all adults working with the agency. This training audience includes caregivers, foster family agencies, schools, and other community-based organizations that serve children and youth. The performance of this work will occur offsite. Only organizations based in the United States are eligible to bid on this opportunity. The agency is looking for budget proposals to define the cost of the contract, which will have a performance period of one year. The agency has scheduled a pre-bid meeting for June 18, 2026. Bidders must submit all questions regarding this opportunity no later than June 24, 2026.
