Linkage Fee Nexus Study Services

The City of Wheat Ridge, Colorado is seeking a qualified contractor to complete a Nexus Study for a Housing Impact (Linkage) Fee. This study will explore a legally defensible fee structure to support affordable housing generated by both residential and commercial development. The project directly supports the implementation of the city's affordable housing strategy and action plan by exploring a linkage fee as a secondary revenue source for the city’s housing fund. The scope of work requires a broad review of legal and policy foundations for impact fees related to housing, demonstrating compliance with applicable case law and statute. The selected contractor must analyze examples of housing impact fees in peer cities with similar demographics and real estate dynamics, and compare linkage fees against inclusionary zoning policies. The study must also analyze employment, housing trends, employment density, job creation for different development types, and housing affordability gaps based on current development trends and a ten-to-fifteen-year speculative buildout. Finally, the contractor must present findings to the city council during at least one study session and attend public hearings for ordinance adoption, if applicable. Eligible bidders must be onshore organizations located within the United States. The performance of all requested work will take place offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. The agency has scheduled a pre-bid meeting for June 23, 2026.
