The New York State Unified Court System is seeking a vendor to provide judiciary civil legal services and legal empowerment to eligible clients at or below 200 percent of the federal poverty threshold at no cost. The agency is trying to solve the problem of inequitable access to justice by expanding civil legal services for underserved, marginalized, and vulnerable populations. The selected provider must deliver quality legal advice, representation, and advocacy across priority civil legal service areas, including negotiations, administrative hearings, and court appearances. The scope of work covers conducting intake, screening, and eligibility assessments to identify urgent legal needs and prioritize high-risk cases. The provider must offer crisis intervention, safety-planning referrals, navigation services for legal and court systems, and community-based outreach to inform individuals of their rights. Additionally, the agency requires the provider to deliver trauma-informed, culturally competent, and language-accessible services while partnering with other nonprofit organizations and social service agencies to support holistic client outcomes. The agency requires the provider to ensure appropriate supervision for all contract staff and maintain strict compliance with all confidentiality, ethics, and professional responsibility requirements. Eligibility is restricted to onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is looking for budget proposals to fund a contract period that will span five years. All questions regarding this procurement must be submitted to the agency no later than July 9, 2026.
