Promotional Process Services

The City of Virginia Beach, Virginia, is seeking a vendor to provide comprehensive promotional process services for the ranks of Emergency Medical Services (EMS) Captain and EMS Battalion Officer. The agency needs to establish legally defensible, content-valid promotional processes that minimize adverse impacts on protected classes. To achieve this, the selected vendor must perform a job task analysis for both positions and conduct transportability studies to identify applicable validated assessments. The scope of work requires a survey of comparable cities to analyze their service requirements, educational standards, and effective promotional methods. The vendor must identify, assess, and implement appropriate, commercially available, and preferably validated written and physical assessment instruments based on the job task analysis. Additionally, the agency requires the development of a validation strategy and a comprehensive feedback review and appeal process for all promotional candidates. The project deliverables include issuing individual letters to candidates with detailed scoring and comprehensive performance feedback, including a summary of assessor comments. The vendor must be qualified and prepared to provide ongoing consultant services and expert witness testimony in the event of any legal challenges to the promotional process. Eligible bidders must be onshore organizations based in the United States, and they will perform all work offsite. The agency is currently looking for proposals to determine the budget, and bidders must submit their responses digitally via email or online.
