Next Generation 911 Comprehensive Consulting Services

The government authority located in Montgomery, Alabama is seeking next generation 911 comprehensive consulting services to support the modernization of its statewide emergency infrastructure. The agency needs assistance with the development, issuance, evaluation, selection, contract negotiation, and implementation phases of its next round of Next Generation 911 procurements. These procurements specifically target critical infrastructure components including network services, ESInets, core services, and Geographic Information Systems. The project covers a comprehensive, multi-phased approach divided across four structured phases. Phase one requires a project kickoff, discovery, and procurement assessment to establish a baseline understanding of agency operations, statutes, financial sustainability, and the supplier environment. Phase two involves program development and structural recommendations to design actionable frameworks and blueprints for solicitation issuance. Phase three requires support through the operational deployment, transition, evaluation, and rollout of the modernized procurement framework. Phase four requires the synthesis of all data into a long-term strategic plan and governance modernization. Bidders must be onshore organizations based in the United States. To prevent conflicts of interest, the selected contractor must remain completely independent of any technology supplier, network provider, or GIS platform supplier competing for the subsequent Next Generation 911 systems contracts. The agency is looking for proposals to establish the budget for this initiative. The contract period will span one year.
