Comprehensive Impact Fee Study and Ordinance Update Service

The City of Parkland, Florida is seeking a qualified vendor to conduct a comprehensive impact fee study and prepare a corresponding impact fee ordinance update. The city needs to assess its current and future capital needs resulting from growth and develop methodologically sound impact fees tied to adopted Levels of Service. The resulting fee schedules must reasonably and proportionally relate to the impacts of new development on municipal services. The scope of work requires the selected vendor to prepare a fee comparison report between the recommended fees and those of surrounding municipal and county governments. The vendor must assist with the preparation of an updated impact fee ordinance for adoption by the city commission and provide legally reviewed conclusions along with a legal opinion validating compliance with the law. Additionally, the vendor must support the city with adoption procedures and, if necessary, legal defense. Eligible bidders must be onshore organizations based in the United States. The performance of the work will take place offsite, and proposals must be submitted digitally via email or online. The city is currently looking for proposals to determine the budget, and all questions regarding this opportunity must be submitted no later than June 25, 2026.
