Psychiatry Access Program Service

The New York State Department of Health in Albany, New York, is seeking a vendor to provide a psychiatry access program service. Untreated mental health conditions among children, youth, and birthing people currently cause significant morbidity, mortality, and long-term system costs. The agency aims to expand psychiatric expertise to additional provider types to promote early identification, appropriate treatment, and informed referral, which will strengthen care delivery and improve outcomes in high-risk and underserved populations. The project covers real-time psychiatric consultation, evidence-based training, and referral support across primary care, specialty, and community settings statewide. The selected vendor must increase the number and type of providers utilizing consultation services, continue to lead statewide consultations and training in perinatal mental health, and add access to additional areas of specialty consultation. All performance of the work will occur offsite. Only organizations based onshore in the United States are eligible to bid on this opportunity. The agency is requesting budget proposals from bidders to establish a contract period that will run for five years. Bidders must submit all questions regarding this opportunity no later than July 2, 2026.
