Outside Plant Maintenance and Location Services

The City of Portsmouth, Virginia, is seeking a vendor to provide outside plant operations, maintenance, and utility locating services for its newly constructed municipal fiber network. This critical infrastructure connects sixty-seven community anchor institutions and three internet points of presence across fifty-two miles of fiber. The network links emergency services and public safety installations, including police and fire stations, making rapid response to any system interruption a vital priority for the municipality. The requested scope of work requires the selected vendor to monitor a centralized call system for locate tickets, verify if facilities need marking, and respond within the portal inside the mandatory forty-eight-hour response window. The vendor must supply all necessary resources to cover these locates, including locating equipment, laptops, vehicles, and tools. Service restoration tasks under this contract include troubleshooting, emergency conduit repair, vault installations, pulling fiber cable, low- and high-count splicing, and surface restoration. Eligible bidders must be onshore organizations based in the United States. The performance of the contract work will take place offsite from the vendor's location, and the agency will accept digital proposal submissions via email or online. The agency is looking for proposals to establish the budget, and the resulting contract will cover a performance period of three years.
