Federal Government Consulting Services

The authority is seeking federal government consulting services to provide advisory and advocacy services related to legislative policy issues under consideration by federal elected officials and federal agencies. The agency needs to monitor and advocate on legislative and regulatory proposals with potential impact on the airport, the authority, or other authority interests. To solve these challenges, the agency requires a partner to proactively identify opportunities to develop beneficial legislation, prepare comments on proposed regulatory changes, and develop and update the annual legislative agenda. The scope of work covers maintaining a liaison between the authority and the congressional delegation, the executive branch, and other federal officials. The selected partner must proactively promote the authority's position on policy matters through personal contact, written correspondence, and testimony. Additionally, the work includes preparing support letters for congressional committees and executive branch agencies, as well as providing copies of bills, amendments, committee reports, and regulations upon request. Bidders must perform all work onsite and must be located onshore within the United States. The agency is looking for budget proposals to define the cost of these services, which will be governed by a contract period of one year. Responses must be submitted digitally via email or online. The agency will host a pre-bid conference on June 30, 2026. Bidders must submit all questions no later than July 01, 2026.
