Climate Adaptation Plan Development Consultant Services

The Ontario county government is seeking a qualified consultant to develop and facilitate a community engagement strategy, conduct a climate risk assessment, and prepare a comprehensive Climate Adaptation Plan. This project aims to provide a clear roadmap that strengthens the county's climate resilience, protects local communities, and guides future decision-making with evidence and inclusivity. The final plan must address the urgent need for a structured, community-informed approach to mitigating climate hazards across the region. The scope of work requires the selected consultant to conduct a community-wide, all-hazard climate risk assessment and design an inclusive engagement strategy. This engagement strategy must ensure meaningful involvement of Indigenous partners, equity-deserving groups, county staff, Council, stakeholders, and the general public. The gathered input will directly inform both the risk assessment and the plan development, embedding Reconciliation and Anti-Racism, Equity, and Inclusion principles throughout the entire process. Eligible bidders must be Canadian organizations operating onshore, and the performance of the contract will take place offsite. Bidders must possess extensive risk assessment and climate adaptation planning experience to qualify for evaluation. The agency has not disclosed a specific budget and is currently looking for proposals to determine the financial framework.
