Natural Hazard Mitigation Plan Update Consultant Services

The City of Vancouver, Washington, is seeking a consultant to update its Natural Hazard Mitigation Plan to reflect current hazard conditions, incorporate updated data, and expand participation among local jurisdictions and community partners. The planning process will be multi-jurisdictional and include cities, special districts, utilities, schools, and other stakeholders. The selected consultant will provide technical expertise in hazard mitigation planning, including risk assessment, GIS analysis, facilitation, and plan development. The scope of work requires the consultant to deliver a project work plan and schedule outlining tasks, milestones, and timelines. The agency also requires meeting materials, agendas, and summaries for stakeholder and public meetings, as well as documentation of the planning process and engagement efforts. For the plan development components, the consultant must provide a comprehensive risk assessment that includes hazard identification, vulnerability analysis, loss estimation, and a climate impact component. The project further requires the development of mitigation goals, objectives, and prioritized actions, alongside supporting data, GIS analysis, and mapping products. The consultant must also provide adoption support materials for participating jurisdictions. The agency has set a contract period of one year, and the performance of the work will take place offsite. Eligibility is restricted to onshore bidders located in the United States only. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 1, 2026.
