City Attorney Services

The City of Coachella, California is seeking a vendor to provide comprehensive city attorney services. The selected provider will serve as the primary legal advisor to the City Council, City Manager, department directors, and all City boards, commissions, and advisory committees. The agency requires this legal counsel to help navigate municipal law, constitutional law, administrative law, land use, zoning, public finance, open meetings, public records, employment, contracts, and intergovernmental relations. The scope of work requires the provider to deliver timely written and oral legal opinions and advise on the legal implications of proposed policies, ordinances, resolutions, and administrative actions. The provider must attend all regularly scheduled and special City Council meetings in person, or via approved remote means when authorized, to offer real-time counsel on parliamentary procedure, conflicts of interest, and open meeting requirements. Additionally, the agency requires the provider to draft, review, and negotiate ordinances, resolutions, contracts, development agreements, and memoranda of understanding. Eligible bidders must be onshore organizations based in the United States. The agency requires the vendor to perform the work offsite at the vendor's own office premises. The agency is currently looking for proposals to determine the budget and has not disclosed a specific funding limit. Bidders must submit all questions regarding this opportunity no later than July 6, 2026.
