Grant Development, Writing Professionals and Strategic Consultation Service

The County is seeking qualified individuals, firms, or teams to provide high-level grant development, writing, and strategic consultation services. The agency needs to address funding requirements across key priority areas including health, behavioral health, homelessness, social services, justice, libraries, and community infrastructure. Work will be assigned on an as-needed basis through task orders or work authorizations to target high-impact opportunities. The scope of work covers strategic consultation, opportunity assessment, planning, facilitation, and targeted research on community needs. Selected consultants will draft, edit, and refine full grant applications, develop evaluation plans and logic models, and adapt proposals to unique funder requirements. Additional responsibilities include monitoring the funder landscape, providing post-award support, assisting with partnership development, and delivering capacity-building training. Bidders must perform all work offsite and must be located onshore within the United States. Reporting requirements for the contract include weekly time tracking by major activity, detailed invoices aligned with the project scope, and periodic progress summaries. The agency is establishing a contract period of one year and is currently requesting proposals to determine the budget.
