Human-Generated Communication Access Real-Time Translation Services

The county is seeking human-generated Communication Access Real-Time Translation (CART) services to support effective communication and meaningful access for individuals who are deaf or hard of hearing. This countywide initiative covers recurring meetings, hearings, panels, presentations, webinars, trainings, and special events across all county departments and programs. The agency requires qualified CART personnel to deliver real-time captioning in English, unless otherwise specified, to solve accessibility challenges in both virtual and in-person settings. The scope of work requires delivering captions through accessible browser-based links and integrating the service with meeting platforms such as Zoom and Microsoft Teams. Bidders must provide transcripts upon request in an accessible, edited electronic format, as well as on-site CART display options including coordination of screen placement, seating, feed routing, and viewing access. The selected provider must also deliver customer support and operational communication before, during, and after assignments. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of work to occur either onsite or offsite depending on the specific assignment. Bidders must submit their proposals digitally via email or online, and the county is currently looking for proposals to establish pricing. The contract period will span three years. The agency requires all questions regarding this opportunity to be submitted no later than July 17, 2026.
