The Scottsdale, Arizona government authority is seeking a vendor to provide school improvement and leadership development support services. The agency needs to guide and support school leaders in developing and implementing sustainable systems, practices, and protocols through an identified, research-based framework. The selected partner will work alongside district and school leaders to define and develop a unified vision centered on learning results, distributed leadership, a systems approach, and leader self-efficacy. The scope of work requires the vendor to spend quality time in schools observing school leaders, visiting classrooms, and interacting with staff during improvement meetings. The service provider must employ an inquiry method focused on active listening and open-ended questions, while providing insights through constructive and strategic feedback. Additionally, the agency requires the vendor to conduct comprehensive surveys and diagnostic tools, analyze stakeholder feedback, and develop and monitor coaching plans for principals, instructional coaches, and teachers. These coaching sessions must incorporate job-embedded coaching, observational feedback, and guided planning delivered either in person or online. The agency expects these sessions to focus on leadership and instructional practices that empower teachers, create supportive environments, ensure rigorous student learning, and build family partnerships. Ultimately, the services must assist schools in developing wide-scale practices and protocols that align school initiatives, bolster collaboration, improve instruction, and increase student engagement. Eligibility is restricted to onshore organizations based in the United States. The performance of the contract work will be conducted offsite. Bidders may submit their proposals digitally via email or online, and the agency is currently looking for budget proposals to determine the cost. The contract period will span three years.
