Master Plan Services

The issuing government authority is seeking master plan services to establish a foundation for real property management and development that reflects the goals, objectives, plans, and real property requirements of the units and organizations assigned to the site. The agency needs a master planning framework that assists management in making decisions regarding the efficient acquisition, utilization, and disposal of real property assets while ensuring long-term installation sustainability, mission readiness, and installation integration. The selected contractor must produce a long-range, integrated master planning document that implements the adjutant general’s goals and objectives for the development and operation of state real properties. The scope of work requires developing a framework for state management to review the allocation of limited resources, determine real property deficiencies, and identify priorities and potential solutions. The project covers the identification of sustainability issues, activities, and actions with significant environmental impacts to minimize turbulence in resource planning. Additionally, the work includes analyzing spatial relationships and architectural compatibility of existing and future planned buildings, as well as developing a phasing strategy to ensure all facilities are updated in an appropriate and timely manner. Eligibility is restricted to onshore organizations based in the United States. Performance of the work will take place offsite, and the agency allows digital response submissions via email or online. The agency is looking for proposals to determine the budget, and bidders must attend a mandatory pre-submittal conference and tour on July 15, 2026.
