The City of Quincy, Illinois is seeking a vendor to create a new twenty-year comprehensive plan. The agency needs to modernize its regulatory framework to support sustainable growth, streamline development reviews, and reflect modern planning practices. This project addresses the problem of outdated provisions by consolidating and reconciling all previously adopted smaller-scale planning exercises and zoning amendments into a single, user-friendly document. The scope of work covers the creation of the new comprehensive plan, an updated Neighborhood Land Use Plan, an updated and modernized zoning code under Chapter 162, and an updated zoning map. The final deliverables must align with the uniqueness of the community, emerging trends in land use, and the evolving needs of the region. Performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit any questions regarding this opportunity no later than July 1, 2026.
