Tribal Focused Health Care Consulting Service

The Washington State Health Care Authority, located in Olympia, Washington, is seeking tribal-focused health care consulting services to improve health care delivery and outcomes for American Indian and Alaska Native populations. The agency needs to establish and support tribal-specific committees, boards, and workgroups that bring together tribal governments, Urban Indian Health Programs, tribal organizations, and state agency partners. These collaborative groups will focus on critical areas such as opioid response, crisis response, Medicaid transformation, behavioral health, and traditional health care practices. The scope of work requires developing strategic solutions to address specific business needs, sustainable financing models, administrative procedures, dispute resolution processes, and common ground communications. The selected contractor will perform reviews and assessments of health benefit packages, enrollment, eligibility, and coverage, as well as conduct surveys of providers or clients. Additional responsibilities include providing project management services, developing strategy models to determine recommended changes, and delivering strategic plans for topics like the Governor's Indian Health Advisory Committee and tribal crisis planning. The agency requires the contractor to provide a deep understanding of applicable state and federal laws, regulations, and health care and information technology trends and best practices. Eligible bidders must perform all work offsite within the United States. The agency is looking for budget proposals to cover a contract period of five years, and all questions regarding this opportunity must be submitted no later than July 6, 2026.
