Master Plan Updates Planning Support Services

The selected partner will manage program mobilization, project management, schedule development, task-order coordination, quality control, progress reporting, and the maintenance of decision logs, assumptions logs, risk registers, and other project controls. The scope of work covers extensive data collection, document review, field verification, existing conditions assessments, and the preparation of current GIS/CAD base mapping, facility inventories, constraint maps, and data gap analyses. The agency also requires market, cargo, customer, vessel, trade lane, and supply chain assessments to support scenario development. Additionally, the project involves structured stakeholder engagement with internal departments, terminal operations, maintenance, commercial, real estate, finance, environmental, security, technology, project delivery, executive leadership, and designated external stakeholders. The agency is requesting operational assessments and capacity analyses for container, multipurpose, breakbulk, general cargo, project cargo, warehousing, laydown, truck, rail, gate, berth, yard, equipment, reefer, utility, and support systems. Eligibility is restricted to onshore organizations based in the United States of America. The agency will permit the selected partner to perform the work offsite.
